If it is, create it by right clicking, selecting "new" -> "Text Document", and then renaming it from "New Text Document.txt" to "options.ini". Then select Turn Windows Features on or off. In fact, on my First Decade copy, Generals would run without any issues, but Zero Hour wouldn't even get past the splash screen intro before it decided to quit.

Wait, it could just be the settings thing. I currently own a physical copy of The First Decade, and I have had more issues on that distribution compared to my copy of Ultimate Collection on Origin. You might want to check out the Revora forums given the fact they manage multiplayer for the post-RA2 games nowadays, they probably have experience with these games' problems on the newest systems.
